Le chiffre peut effrayer. Et pourtant, c’est la triste réalité. L’IGF, Inspection Générale des Finances, vient de rendre public ce jeudi 27 Avril 2023 les conclusions de sa mission d’audit du fichier de la paie des agents et fonctionnaires de l’Etat. L’IGF a restitué ces conclusions à Kinshasa devant les responsables de la Paie des FARDC, Forces Armées de la République Démocratique du Congo, du SECOPE ainsi que des secrétaires généraux de l’administration publique.

Selon ce rapport, il ressort qu’il existe 145.604 agents disposant des numéros matricules incorrects, fantaisistes et fabriqués pour le besoin de la paie ; 53.328 agents disposant à eux seuls plus d’un numéro matricule dans le fichier avec le même nom ; 93.356 agents qui partagent un même numéro matricule avec d’autres agents également payés ; 43.726 agents payés sans que leurs noms ne figurent sur les listes déclaratives provenant de leurs services d’origines, et 961 agents chargés du traitement de la paie qui se retrouvent sur les listes de paie de plusieurs ministères, plusieurs d’entre eux au moins sur plus de 15  listes de paie.

Ces irrégularités coûtent à l’Eta près de 148.999.749.440,95 francs congolais par mois, soit plus de 63 millions de dollars américains. Cependant, le communiqué mis à la disposition de la presse, ne précise depuis quand ce réseau maffieux existe.

Déjà, certaines actions sont en train d’être menées, notamment la désactivation de certains cas d’irrégularité, et la transmission de la liste de 961 agents chargés du traitement de la paie dans le réseau maffieux aux instances judiciaires.

Suite à ces révélations et sur instruction de Son Excellence Monsieur le Vice – Premier ministre , Ministre en charge de la Fonction Publique, l’inspection générale des finances va poursuivre avec l’inspection générale de l’administration publique le travail de nettoyage du fichier des effectifs des agents de l’Etat
