Tshopo : La communauté locale de Yainyongo obtient les titres de sa forêt communautaire.
Son Excellence Madame la Gouverneure de la province de la Tshopo, Madeleine Nikomba Sabangu, a signé deux arrêtés provinciaux portant attribution des concessions forestières de la communauté locale de Yainyongo, du secteur Yalikadja-Yanonge dans le territoire d’lsangi. C’est ce que rapporte un communiqué produit par le service de communication CIFOR-ICRAF/RDC.
L’annonce a été faite le vendredi 14 juillet 2023 à l’issue des travaux de la 8ème édition de la table ronde provinciale multi acteur sur la foresterie communautaire tenue à Kisangani du 11 au 14 juillet 2023. Ces arrêtés provinciaux sont conformes aux dispositions du décret 14/08 de février 2014 fixant modalités d’attribution des concessions forestières aux communautés locales.
Ces arrêtés provinciaux ont l’avantage de sécuriser du point de vue foncier la concession forestière de la communauté locale, de permettre de lancer des activités de promotion de développement local et de donner une reconnaissance légale aux institutions locales visant le renforcement de la gestion et de la cohésion sociale. Ces deux arrêtés provinciaux se rapportent à une superficie de 11.396 hectares dont 3.402 pour la communauté Yainyongo, qui s’étend dans l’entité administrative d’Opala et 7.994 hectares pour la communauté locale Yainyongo-Romée dans l’entité administrative d’Isangi.
Selon ce même communiqué, ces titres permettent aux organes de gestion communautaire de s’activer en engageant la communauté dans la 2ème phase de mise en œuvre, qui prévoit la préparation d’un plan de gestion, l’exploitation de ses concessions forestières et l’élargissement des activités génératrices de revenus. Ces deux titres, selon la même source, portent à cinq le nombre de concessions forestières des communautés locales dans la province de la Tshopo.
C’est en mai 2019 que la communauté de Yainyongo s’est engagée dans le processus de la foresterie communautaire avec l’accompagnement du CIFOR-ICRAF (Centre de recherche forestière internationale – Centre international de recherche en agroforesterie), à travers le projet Formation, Recherche et Environnement dans la Tshopo (FORETS), financé par I’Union Européenne.
L’initiative de la foresterie communautaire se base sur la gestion durable des forêts et du capital naturel dans son ensemble grâce à une série d’activités (forestières, agro-forestières, agricoles, etc.) visant l’amélioration du cadre économique et des conditions de vie des populations locales.
